While the bill made some progress on decentralized finance (DeFi) issues, Boozman pointed out that disagreements remain on "fundamental policy issues," and it is still far from formal legislation. Sources indicate that Democratic opposition to the bill stems primarily from political differences, including concerns about potential conflicts of interest related to Trump and his family's involvement in crypto projects, and inadequate consumer protection. According to legislative procedures, the bill requires bipartisan support to pass the Senate, needing at least 60 votes. This means that in addition to the support of all Republican senators, at least seven Democratic senators need to be secured. Both the Senate Agriculture Committee and the Senate Banking Committee must conduct markups and votes on their respective versions. The Agriculture Committee's markup is expected to take place next week. However, progress on the Senate Banking Committee has stalled. Previously, due to Coinbase withdrawing its support, the markup was postponed. The points of contention include tokenized stocks, the delineation of DeFi regulatory responsibilities, the boundaries of the SEC and CFTC's duties, and stablecoin incentive mechanisms. Bloomberg reports that the Banking Commission may delay the legislative process for several weeks, instead prioritizing housing and affordability issues.

According to PwC's "2026 Global Crypto Regulatory Report," institutional adoption of crypto assets has crossed an "irreversible point," making the process difficult to reverse. The report states that the current focus is no longer on whether institutions should use crypto assets, but rather on how to integrate them into the existing financial system. Crypto assets are shifting from being primarily for trading and speculation to being deeply embedded in core financial scenarios such as payments, settlements, fund management, and balance sheet management, with the production-level application of stablecoins being particularly crucial. PwC points out that stablecoins and tokenized cash are being widely used by banks, asset management institutions, and payment companies for internal transfers, cross-border payments, and corporate fund operations. Crypto technology is gradually becoming "the financial infrastructure operating behind the scenes," often imperceptible to end users. The report argues that once crypto systems are embedded in an institution's core business processes, the adoption path is irreversible.
