The proposal is planned to run for approximately one year, adding seven new consensus restrictions, including an 83-byte limit on OP_RETURN output, a 256-byte limit on some payloads and witness items, and restrictions on some Taproot-related structures. Michael Saylor pointed out that BIP 110 uses a 55% miner signal threshold, lower than the 95% threshold in the BIP 9 standard process, and removes regular timeouts and FAILED states. He believes that using a lower threshold for controversial rule changes increases the probability of chain splits and may affect miner fee revenue and long-term network security. He stated that existing Bitcoin relay and mining strategy tools already allow node operators and miners to restrict unwanted transaction types without altering the network's consensus rules. Michael Saylor also asserted that the Bitcoin base layer should remain conservative and opposes the use of consensus soft forks to regulate controversial use cases.
