Odaily Planet Daily reports that Strategy founder Michael Saylor published a lengthy article on July 18th, listing 100 reasons to oppose BIP 110. He stated that the proposal would restrict a type of controversial but currently valid transaction through Bitcoin consensus rules, constituting governance intervention in the use case. BIP 110, short for "Reduced Data Temporary Softfork," was listed as Complete on GitHub on June 25, 2026. The proposal is planned to run for approximately one year, adding seven new consensus restrictions, including an 83-byte limit on OP_RETURN output, a 256-byte limit on some payloads and witness items, and restrictions on some Taproot-related structures. Michael Saylor pointed out that BIP 110 uses a 55% miner signal threshold, lower than the 95% threshold in the BIP 9 standard process, and removes regular timeouts and FAILED states. He believes that using a lower threshold for controversial rule changes increases the probability of chain splits and may affect miner fee revenue and long-term network security. He stated that existing Bitcoin relay and mining strategy tools already allow node operators and miners to restrict unwanted transaction types without altering the network's consensus rules. Michael Saylor also asserted that the Bitcoin base layer should remain conservative and opposes the use of consensus soft forks to regulate controversial use cases.

According to an article published on the X platform by Bitcoin News, Dathon Pwn claims to have discovered a consensus vulnerability in the BIP 110 late upgrade, which could allow nodes upgrading from older software to retain chain history, while newly deployed BIP 110 nodes would reject this history, potentially leading to a hidden chain split.
