台湾通过首部加密专项法《虚拟资产服务法》明确监管框架

PANews 7月1日消息，据The Block报道，中国台湾立法院三读通过《虚拟资产服务法》，为虚拟资产服务提供商（VASPs）和稳定币发行方建立完整监管框架。法案规定，加密平台运营前须取得金融监督管理委员会（FSC）许可，并满足更严格的网络安全、客户资产隔离和内控要求；已完成反洗钱登记的平台需在新法生效后12个月内申请牌照、21个月内取得FSC核准。稳定币发行与管理需同时获中央银行和FSC批准，并保持充分准备金。未获授权经营VASP或稳定币业务最高可判7年徒刑并罚款新台币1亿元，欺诈或操纵市场者可被判3至10年徒刑及新台币1000万至2亿元罚款。
