PANews 6月19日消息，据 CoinDesk 报道，美国联邦储备委员会、财政部和其他金融监管机构联合发布《GENIUS Act》实施细则草案，要求稳定币发行商像传统银行和经纪商一样，遵守《银行保密法》（Bank Secrecy Act），实施客户身份识别程序（CIP），具体包括核验用户身份、保存姓名和地址等身份信息记录，以及筛查恐怖组织和制裁名单。相关规则现已进入 60 天公众意见征询期，最终规则出台后将正式实施。美联储理事 Michael Barr 表达保留意见，认为当前框架对二级市场交易的非法融资风险应对不足，提案中专门询问是否应将 CIP 要求扩展到二级市场。
