PANews 6月12日消息，中国人民银行发布《大额存单管理办法（征求意见稿）》，统一规范银行业存款类金融机构面向非金融机构投资人发行大额存单。意见反馈截止时间为2026年7月12日。新规明确大额存单为一般性存款，个人认购起点不低于20万元、机构不低于1000万元，期限涵盖1个月至5年，利率以市场化方式确定，可为固定或与Shibor、DR等利率挂钩。办法要求发行人备案年度发行计划、履行信息披露义务，大额存单可通过银行网点、电子银行及经认可的第三方平台发行和转让，并可用于质押贷款等业务。
