PANews 4月2日消息，据The Block报道，美国财政部发布《GENIUS法案》拟议规则通知，就小型稳定币发行方是否符合“基本相似”州级监管标准征求公众意见。该规则旨在解决GENIUS法案中的一项条款：资产规模低于100亿美元的稳定币发行方可选择接受州级而非联邦全面监管，前提是州级制度满足“基本相似”标准。公众将有60天时间对财政部的拟议规则提交反馈。这是财政部首次为实施GENIUS法案提出规则，也是该机构第三次就该法案征求公众意见。联邦银行监管机构FDIC和OCC也已发布拟议规则通知。GENIUS法案未包含收益型稳定币的指导方针，这一问题已成为国会推进更广泛市场结构立法的主要障碍。
