PANews 12月16日消息，据CFTC报道，a16z就总统工作组（PWG）数字资产报告向CFTC提交意见，主张：一、通过不采取行动函/解释性指引明确满足条件的“Protocols（区块链与智能合约）”无需注册；二、为满足限定功能与用户资质的“Apps（前端接口）”提供不采取行动函/指引，认定其不触发FCM、IB、DCM、SEF等注册义务，并澄清ECP与境内/境外用户认证的合规做法；三、开展规则制定或豁免，为不满足第二项条件的Apps提供创新豁免或定制化注册路径。a16z并指出此前执法混淆Protocol与App功能，致使不确定性抑制美国创新。
