UK financial regulators are nearing the final consultation phase on key cryptocurrency rules.
Odaily Planet Daily reports that the UK Financial Conduct Authority (FCA) has entered the final consultation phase of developing key cryptocurrency rules, soliciting final feedback on 10 regulatory proposals by March 12, 2026. These proposals aim to apply traditional financial standards to the crypto market, covering areas such as business conduct guidelines, credit purchases of crypto assets, regulatory reporting, asset protection, and retail collateral handling. As part of the UK government's crypto roadmap, the FCA plans to open licensing applications for crypto asset service providers in September 2026 (not yet finalized). This licensing regime will impose stricter oversight on crypto companies, requiring them to obtain FCA authorization to operate in the UK. (Cointelegraph)
Da Hongfei responded to the controversy surrounding Zhang Zhengwen, stating that Zhang had seriously distorted the facts and was still seeking "limited cooperation" to promote Neo's development.
Odaily Planet Daily reports that Da Hongfei has publicly responded to Zhang Zhengwen's recent remarks, stating that Zhang's claims "seriously distort the facts" and repeatedly "only told part of the truth," but he is still seeking "limited cooperation" with him. Da Hongfei stated that the so-called "mechanism" Zhang Zhengwen requested was essentially a copy of the Neo Foundation's highly centralized treasury management model, meaning "every transaction and all expenditures must be approved by me." His proposed solution, however, involves quarterly public disclosure of the Neo Foundation and NGD's financial reports starting this year, significantly improving transparency and detail. He further pointed out that he had explicitly informed Zhang Zhengwen and other community members that they could publish news and blog content on neo.org, and had offered to authorize the @Neo_Blockchain account for their use to expand influence, but this background was not fully explained, hence the "only presenting part of the truth" situation. Da Hongfei stated that it is necessary to fully archive all communications going forward. Regarding funding arrangements, Da Hongfei revealed that, with Zhang Zhengwen's consent, a transaction has been arranged between NGD and the Neo Foundation's treasury, with an initial size of $1 million, executed at the spot price. The motivations are twofold: first, to increase NGD's equity stake to align the interests of relevant parties; and second, to provide Zhang Zhengwen with operating funds for the promotion of the Neo mainnet. Da Hongfei emphasized that he has always adhered to a "limited cooperation" stance, meaning cooperation where goals align, and independent progress where disagreements exist. He believes this is the only viable path to resolve Neo's governance deadlock in recent years and promote ecological revival, and urged Zhang Zhengwen to stop distorting his statements.
Zhang Zhengwen called on Da Hongfei to resign from his leadership position in the NEO ecosystem.
Odaily Planet Daily reported on January 26th that Zhang Zhengwen, one of the co-founders of NEO, stated that his latest meeting with Da Hongfei had ended, but the result was "neither unexpected nor pleasant." Zhang stated that Da Hongfei reiterated the so-called "limited cooperation" during the meeting, but failed to provide any substantive solutions on any key issues. Therefore, he clearly stated three minimum requirements: first, to establish an effective and verifiable financial supervision and management mechanism; second, to abandon the EON project, which he believes directly competes with Neo; and third, to authorize him to release information through the NEO official website and the official X (formerly Twitter) account. Zhang stated that all three requirements were explicitly rejected by Da Hongfei. Under these circumstances, he believes that the other party has not shown genuine sincerity in cooperation, nor has he demonstrated any willingness to substantially enhance the value of NEO. Based on his assessment that NEO has been declining under his leadership in recent years, Zhang formally called on Da Hongfei to resign from his leadership position in the NEO ecosystem.
ZachXBT questioned Circle's inadequate response to security incidents, claiming that the USDC ecosystem poses a risk of centralization.
Odaily Planet Daily reports that blockchain investigator ZachXBT published an article on the X platform questioning Circle's handling of the security incident, stating that "history has proven Circle to be a bad actor." ZachXBT stated that approximately 10 hours ago, the SwapNet contract on the Base network was attacked, resulting in a loss of approximately $13 million USDC. About $3 million of this USDC remains in an address that Circle could freeze (0x6cAad74121bF602e71386505A4687f310e0D833e), but no effective action has been taken so far. He further questioned Circle's failure to take timely action to protect user interests after the attack on user assets, and asked why developers are still willing to build applications based on USDC, believing that its centralized risks and governance methods have impacted ecosystem trust.
Analysis: The crypto market as a whole is still in a correction phase.
Huoxun Finance reported on January 26th that Matrixport, in its chart analysis today, stated that the 21-week moving average is one of its core indicators for observing Bitcoin's bullish/bearish shifts. Looking back at multiple market cycles, it often provides effective follow-up signals during upward movements, while also highlighting risks during sharp pullbacks, helping investors avoid significant downward swings. When Bitcoin broke below this level in the fourth quarter, the institution warned that the correction might deepen further. Although a phase of rebound occurred in late December, it quickly encountered resistance near the 21-week moving average and subsequently fell back, failing to recover. Currently, Bitcoin has not yet firmly established itself above the moving average, indicating that the overall market is still in a correction phase. Short-term tactical rebounds are still possible, but there are currently no clear signals sufficient to support an upward move.
