Franklin Resources previously disclosed that as of June 30, its assets under management totaled $1.79 trillion, up from $1.78 trillion a month earlier. Franklin Templeton stated that the CLARITY Act will establish clearer rules for digital assets, help investors understand available protections, and increase companies' certainty regarding the division of federal regulatory responsibilities. Blackrock, Fidelity Investments, Goldman Sachs, and Charles Schwab had previously publicly supported this market structure bill. Senate Republicans released an updated text on July 22, proposing to divide the regulatory responsibility for digital assets between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).

Fidelity, Goldman Sachs CEO David Solomon, and Charles Schwab have also previously expressed support for related legislation or clearer rules for digital assets. Last week, Senate Republicans released an updated text of the CLARITY Act, integrating the work of the Senate Banking Committee and the Agriculture Committee. Senate Majority Leader John Thune indicated that Senate work may continue beyond the August recess. Crypto advocacy group Stand With Crypto stated that it has sent over 925,000 emails to Congress by 2025 and has contacted Congress over 1.1 million times since its inception. The organization claims that every Senate vote on the CLARITY Act will be included in a publicly available congressional scorecard.

Odaily Planet Daily reports that a bipartisan Pennsylvania legislator has introduced HB 2711, a bill that would prohibit sports betting and other gambling companies from acting as liquidity providers or market makers on prediction platforms. The bill, introduced on July 22 by State Representative Tarik Khan, has been submitted to the House Consumer Protection, Technology and Utilities Committee. The bill would also prohibit prediction platforms from contracting with or sharing revenue with companies that typically engage in betting businesses, with restrictions covering parent companies, subsidiaries, affiliates, joint ventures, employees, and entities acting in the financial interests of other companies. Draftkings and Flutter have both previously pursued market-making businesses; Draftkings recently launched the DKeX exchange after acquiring CFTC-registered Railbird Technologies. HB 2711 proposes setting a minimum participation age of 21 and requiring platforms to exclude self-excluded users, company employees, settlement source employees, and those holding insider information. The bill also requires platforms to implement commercially reasonable measures to prevent fraud, manipulation, and misuse of material non-public information, and prohibits markets involving high school sports, minors' participation in sporting events, personal health conditions, and deaths. The proposal does not establish a licensing system, and enforcement authority will be delegated to the state attorney general. Pennsylvania also has a complementary bill, HB 2497, which proposes requiring platforms to obtain a license from the Pennsylvania Gaming Control Board and imposing a combined 22% tax on prediction betting platform revenue; neither bill has yet received a vote or hearing from the board.

As of 8:40 AM (EDT) on July 27, the on-chain height is 959842, with approximately 1790 blocks remaining until that block. The support rate for the BIP-110 signal is approximately 2.64%. BIP-110, officially known as Reduced Data Temporary Softfork, proposes limiting the size of certain data fields in Bitcoin transactions, primarily targeting Ordinals, large OP_RETURN payloads, and similar high-data-volume uses. If activated, the restrictions will take effect at block 965664 and automatically expire after 52416 blocks, approximately one year. Current signal support mainly comes from Ocean, independent miners, and small operators; major mining pools such as Foundry, Antpool, ViaBTC, and F2pool have not yet switched to supporting it. The Foundry has instructed its clients to vote based on average hashrate. Only if "support" votes exceed 51% of the weighted hashrate will the pool switch all blocks to a support signal. If the current signal level persists up to block 961632, nodes implementing BIP-110 will reject blocks that have not issued a version bit 4 signal and will follow the minority of signaled blocks. Unupgraded nodes will continue to accept both signaled and unsigned blocks and will follow the chain with the highest cumulative proof-of-work.
