However, Section 404 of the draft prohibits rewards "simply for holding" stablecoins. Specifically, any regulated entity may not directly or indirectly pay any form of interest or income (whether cash, tokens, or other consideration) to a restricted recipient simply because that restricted recipient holds its stablecoins, or pay stablecoin balance rewards in a manner economically or functionally equivalent to paying interest or income on an interest-bearing bank deposit. However, the latest draft also allows for stablecoin rewards and incentives based on real activity or transactions, such as rewards linked to participation in actual transactions, payments, platform activities, or providing liquidity.
